Our Story
The Filipino Canadian Association of Prince Edward Island (FCAPEI) is a vibrant, community-rooted organization that traces its beginnings to the pioneering spirit of the first Filipino settlers on the Island.
Founded in 1987 by Leticia La Rosa, a trailblazing community leader and award-winning volunteer, FCAPEI was born from a deep desire to support newcomers while celebrating and sharing the richness of Filipino culture with all Islanders.

OUR FOUNDER

Leticia La Rosa
Leticia La Rosa, a Certified Public Accountant and former federal employee with Revenue Canada and Veterans Affairs Canada, arrived in PEI in 1977 when she and her husband were among the very first Filipinos on the Island.
With her strong professional background and unwavering dedication to community service, she became a founding member of the National Organization of Immigrants and Visible Minority Women and initiated the formation of FCAPEI. Her efforts earned her national recognition, including being named one of the RBC Top 25 Canadian Immigrants.
The Spirit of Bayanihan
From its earliest days, FCAPEI has embodied the Filipino spirit of “Bayanihan”—a tradition of communal unity and mutual support. What began as small, volunteer-led gatherings and festive celebrations—funded from members’ own pockets—has grown into a registered non-profit organization as of 2024. Despite this growth, our core values remain unchanged: volunteerism, cultural pride, and community empowerment.
